Prasar Bharati is different from other autonomous bodies,since it is established as an act of parliament, Hence blocking funds in the name of MoU is not correct and it amounts to contempt of PB Act and Parliament.. There is no provision in PB Act which compell PB to sign any MoU with MIB for getting funds
. It seems some provisions in the MoU is diluting the autonomous status of PB. PB is bound to function as per PB Act, not as per the directions from Ministry.If PB has to work as per directions of Minister, then what is the significance of PB as an autonomous body.Either government should repeal PB Act or should allow PB to function as per PB Act.
But government has no mandate to repeal PB , since it doesn’t have majority in rajyasbha. Hence government is bound to respect PB Act.. and the PB Board.. If government is not satisfactory with the present chairman or CEO ,then they should try to remove the CEO/ PB Chairman.. But blocking the salary and there by indirectly punishing the employees is not justified..

Only Our MPs & MLAs achieve targets ? Why government doubled their salary & perks ? Doing nothing but getting everything is called MPs. Shame on Modi government who is awarding non performers .

Why give autonomy and interfere in day to day activities, instead scrap Prasar Bharti and take total control of AIR & Doordarshan and launch your own ideas and achieve the desired performance targets. Employees are unnecessarily put under tremendous ordeal, because of the tussle between MIB and PB.
